Keith Ludeman claimed that the modal shift from car to bus or train occurs where public services have “quality attributes”, and are “convenient and reasonably priced”

He is talking to government about the policies that would cause the public to shift to modes with lower CO2 emissions. In my opinion the policies that will be required would need to make the car less attractive.

Assuming that it might not be long before we have a Conservative government it was interesting...
