Nationwide road pricing schemes will not feature in the Conservative/Liberal Democrat coalition programme for government, the new transport secretary Philip Hammond has announced. Pay-as-you-drive charging on the existing roads network is ruled out. Tolls and private finance will be considered for new road schemes across the board because of the shortage of funding for investment. However, Hammond opposes pay-as-you-drive for existing roads.
