Review calls for break-up of Network Rail

A radical new template for restructuring Network Rail and its relationship with train operators is set out in the McNulty report. It extends significantly beyond the measures currently envisaged in Network Rail’s transformation programme. Ultimately, the changes proposed would lead to the partial break-up of Network Rail starting in 2014.
