One of the first announcements by the new chief commissioner at Scotland Yard, Bernard Hogan-Howe, was an initiative to seize cars with no insurance and put them on public display so that the offenders would have to come and collect their cars (and pay the insurance) if they wanted to continue using them. The tactic has apparently been used in Liverpool successfully, and it is perhaps a mark of a shift to raise traffic policing higher than its (rather low) position in the hierarchy of esteem...
