The Office of Rail Regulation has outlined proposals to place an enforcement order on Network Rail for failure to hit targets for long distance train punctuality, which ORR expects to result in a licence breach. The order will require Network Rail to deliver 92% punctuality in the long distance sector by the end of 2013/14, in line with its target for the year.
