A number of local authorities in England are discussing plans to audit each other’s major transport scheme appraisals rather than employing consultants.

As part of the new devolved major scheme funding regime that comes into effect from April 2015, the DfT is insisting that scheme appraisals must be subject to independent scrutiny.

Many areas are expected to employ consultants to do this. But Oxfordshire County Council and some neighbouring authorities are considering auditing each...
