The DfT wants to encourage more taxi firms and private hire vehicle (PHV) operators to provide local bus services outside London.
Section 12 of the 1985 Transport Act allows taxi firms to apply to the Traffic Commissioner for a licence to run taxibus services (see above) and Section 53 of the Local Transport Act 2008 allows PHV owners to do likewise.
