Back in August 2013 Eric Pickles accused local authorities of having an ‘Anti-car dogma’ and advocated that people should be able to park for 15 minutes on a yellow line to pop to the shops. Some might say that it is a populist move to win the hearts of voters at a time when things are not so rosy economically or politically.
