The Royal Borough of Kensington and Chelsea has challenged the Mayor of London to give boroughs more freedom in how they spend capital transport funding.
Launching a new transport and streetscape document, RBKC's deputy leader Daniel Moylan said: "For too long boroughs have been seen as mere instruments for implementing the Mayor of London's 'broad-brush' plans."
