An internal report shows that a decision to shelve a 2km railway line in New South Wales was taken without an assessment of costs and benefits, it has been reported in the Australian press.The Sydney Morning Herald reported as a state government decision to "burn cash" a $200m "sunk cost" that came after no assessment was made of the costs of a light rail replacement for the Sydney to Newcastle rail link.
