The Crossrail project as currently being developed by Cross London Rail Links (CLRL), a 50:50 joint venture between Transport for London (TfL) and the DfT (which has recently taken over the soon-to-be-defunct Strategic Rail Authority's role in the scheme), was born out of the 1989 Central London Rail Study.
