Transport secretary Ruth Kelly has unveiled the new smartcard that will give older and disabled people free off-peak bus travel across England from 1 April next year. In most parts of the country the passes will initially be used as 'flashpasses' because smartcard reading equipment has yet to be fitted to buses.
