The Government is reviewing its approach to urban transport policy for England in what appears to be a recognition that the Transport Innovation Fund congestion charging model has failed.
Officials are working to identify what the Government’s transport offer should be for towns and cities outside London, in particular for the large metropolitan areas that have less power and fewer resources than the capital.
