Borrowing powers could deliver Forth crossing

The Scottish Government looks set to be granted borrowing powers in a move that will solve the problem of funding the proposed new £2bn Forth crossing.

The final report of the Calman Commission on Scottish devolution recommends that the  Government should be able to borrow within Treasury guidelines to fund capital investment.
