Bus operator FirstGroup is working with Norfolk County Council to try and reduce traffic disruption caused by Christmas shopping in Norwich. First East England is paying for some of its staff to be trained as civilian traffic marshals to reduce the impact of congestion in the pre-Christmas period. Norfolk says First’s participation could cut the council’s cost of providing marshals by 50%, from £16,000 to £8,000.
