The introduction of England’s free concessionary fares scheme has led to a significant increase in bus use. However, research undertaken by ITS Leeds shows that uptake of the free bus pass is inconsistent. In Lancashire 56% of eligible people don’t use it. Conversely 2.5% of passholders account for 25% of trips. During the conference, a debate was held to discuss whether the scheme is delivering its intended outcomes and providing value for money.
