The Office of Rail Regulation has rejected applications from open access operators Grand Central and Alliance Rail Holdings to run services on the West Coast Main Line. An application from Grand Central to operate from Euston to Blackpool was rejected on the grounds that it would take business and revenue away from existing operators without adequate offsetting benefits from providing new destinations with a direct link to the capital.
