New forecasting guidance would cut BCR

The DfT has defended the use of old guidance for predicting HS2 demand, which critics say has inflated the passenger forecasts. The debate centres around which version of rail industry bible the Passenger Demand Forecasting Handbook should be used for the forecasting.
