Higgins is the leader of UK reforms which could have a far reaching influence nationally and internationally.

What kind of year has he had?

Dynamic. Higgins has pre-empted government legislation by taking up the agenda of the McNulty rail review. Network Rail has devolved responsibility for operations to regional MDs and led the creation of new co-operative alliances with the company’s engineering contractors and train operator customers. However questions may start being asked about whether the reforms are a distraction from NR’s day job, as performance has not met required standards.
