Staff cuts contributed to DfT’s West Coast franchising fiasco

Staffing cuts left the DfT without the expertise to properly manage the bidding competition for the West Coast Main Line franchise, according to a review of the aborted competition ordered by transport secretary Patrick McLoughlin.

Launching the review’s interim findings last week, McLoughlin said: “To be blunt, these initial findings make uncomfortable reading but they provide a necessary and welcome further step in sorting this out.”
