Fresh hope for North West rail link as NR offers cut-price deal

Plans to reinstate rail services between Liverpool and Chester and North Wales have received a boost after Network Rail said the necessary infrastructure works could be built for a cut-price £10m if delivered alongside other works scheduled for 2016.
