Hopes of restoring rail passenger services to a South Coast branch line have been dashed after a study found the project offers poor value for money.
The Fawley branch line leaves the main line at Totton, near Southampton, and continues down to the Fawley oil refinery via Hythe. The line closed to passenger services in 1966.
