A huge shake-up to how England’s strategic road network is managed has been announced by transport secretary Patrick McLoughlin. It will see the Highways Agency become a Government company, and the Office of Rail Regulation (ORR) and Passenger Focus handed new road responsibilities.
The reforms build on recommendations of Alan Cook’s 2011 review of how the strategic road network is managed. Consultation on the proposals took place last autumn (LTT 1 Nov 13).
