No collision necessary for fraudulent claims by cyclists

I am surprised that Ms Mitchell has waited so long to produce statistics that she claims support her fraudster’s charter (presumed liability). I would have thought this should be a priority rather than an afterthought.

However, with regard to the 66% fall in cyclist fatalities in France that she suggests could be linked to introducing strict liability, does the decline take into account vehicle/km variations? Has the figure been compared to trends in other countries? Has it been adjusted...
