Former Heathrow Airport chief executive Colin Matthews has been appointed chairman of the Highways Agency, which is about to be transformed into a Government-owned company.

Matthews, who resigned from Heathrow this summer after six years in post, will take up the £130,000 post on 1 September. The contract requires a minimum 78 days work a year.
