Excel leaves BPA operator scheme because of concerns over POPLA

BPA says appeals service is independent and scrutinised

Excel Parking Services has decided to leave the British Parking Association’s Approved Operator Scheme (AOS) and join rival trade body the Independent Parking Committee (IPC).

The operator is following the lead of its sister company Vehicle Control Services (VCS), which moved to the IPC last September.

This means that Excel and VCS will now access vehicle keeper data as members of the IPC’s Accredited Operator Scheme rather than the BPA’s AOS. The companies will also direct...
