Darling announces end of hypothecation but not necessarily SCPs

On the same day that the four-year evaluation report was published, transport secretary Alistair Darling announced that the 2006/07 financial year would be the last one where the safety camera partnerships (SCPs) will be funded directly from the fine revenue generated by speeding motorists, a process known as hypothecation or netting off.
