A speed camera illustrating the regression to mean effect

Perhaps I could add my two-penneth to the debate about the influence of regression to the mean (RTTM) of casualty data at speed camera sites (Letters LTT 05 Feb). 

I have an old graphic from Staffordshire County Council showing the casualties at Kidsgrove Bank, Stoke-on-Trent for 1999 to 2004. Had we placed speed cameras or garden gnomes along the road in 2003, we could claim that either had reduced casualties from nine in 2002, to five in 2003, and four in 2004 – an impressive 44...
