I had hoped that my graphs and explanations of selection bias and regression to the mean (RTM) would by now have persuaded Dr Butchart that the effects are real and significant but as he seems determined to believe otherwise I must correct him once again. 

The DfT’s Road Safety Good Practice Guide does not state that, to use Richard’s words, “RTM is most acute at sites where there are extremely high numbers of accidents”. That error is his own. Instead it is clear...
