Labour AM Lee Waters has accused Welsh councils of doing as little as possible during the first stage of implementing the Active Travel (Wales) Act, when only 0.01% of the population participated in the mapping of existing active travel routes.

Waters was director of Sustrans Cymru when it successfully petitioned the National Assembly for Wales for legislation requiring all local authorities to map aspirational active travel networks and progressively implement them. He was elected Labour AM...
