The cost of Britain’s rural railways could come under scrutiny because of a new method for allocating fixed costs across the network.

Network Rail’s disaggregated method for allocating fixed costs will give funding bodies a clearer picture of how much different sections of the network cost to operate. The Office of Rail and Road (ORR) plans to use the data to inform changes to access charges paid by operators.
