Open access rail firms hit by levy proposal

All Open access rail operators could have to pay a levy towards the operation of unprofitable rail services, under proposals published by the DfT.

The Department said last summer that the levy would only apply to open access operations approved following the March 2016 Budget. This would exempt existing operations such as FirstGroup’s Hull Trains (London King’s Cross to Hull), and Arriva’s Grand Central operation (King’s Cross to Sunderland and Bradford Interchange).
