Derby City Council has joined Nottingham City Council in prohibiting free concessionary travel on a bus route between the two cities. The councils say the limited stop nature of the service and higher fare charged for adult passengers indicate that there is an “amenity element” to the fare, meaning it can be exempted from the statutory concessionary scheme.
