Network Rail is cutting its track renewals programme because it is short of cash.
The Independent reported a letter sent by Ben Brooks, project director for NR’s high output track renewals strategy, highlighting the “testing times” for the organisation in the remaining years of control period 5 (2014/15-2018/19).
