Can anyone unearth the DfT’s public transport circular?

In 1989, the Department of Transport issued a circular, 3/89, to local authorities about the circumstances in which subsidies for their large public transport schemes could be considered. The circular said that benefits to passengers, such as a quicker or smoother ride, should be paid for by the passengers themselves, but a scheme could be eligible for subsidy if it brought significant non-user benefits such as relief of road congestion or environmental improvements.
