Franchising powers for Scots councils?

Scottish local authorities may be given bus franchising powers and the power to set up municipal bus companies. 

The Scottish Government is expected to consult on the content  of a new Scottish Transport Bill this summer, with the Bill itself being presented later in the 2016-2021 parliamentary session.
