The heavy reliance on time savings in transport appraisal leads to investment decisions that run counter to Government policy, an academic has said.

The criticism is made by former DfT chief scientist David Metz in a new paper to be published in the academic journal Transport Policy. 

The paper develops Metz’s long-standing argument that time savings are a short-run benefit of transport schemes and the long-term effects are changes in land-use and land values as accessibility levels...
