The figure of 29,000 deaths attributed to particulates that sparked the Great Dirty Diesel Scare is cited in the summary to the 2010 report The mortality effects of long-term exposure to particulate matter in the United Kingdom published by COMEAP, the Government’s Committee on the Medical Effects of Air Pollutants. 

The loss of life due to particulates in 2008 was put at 340,000 years, which, because of population growth, was equivalent to 36.5 million over 100 years. Scary numbers....
