Welsh transport secretary Ken Skates has revealed how the £5bn of public funding for the 15-year Wales and Borders rail operating contract is made up.
Skates said that about 64 per cent represented subsidy for the operating costs of rail services, 19 per cent was for infrastructure management costs and 17 per cent for upgrading the Core Valley Lines infrastructure.
