20mph limits and their benefits for cyclists

I would like to take the opportunity, please, to address some of the comments of Paul Biggs concerning 20mph speed limits (Letters LTT 12 Apr). 

He writes: “Cyclists, including myself, will inevitably be overtaken in 20mph limits, particularly when they aren’t cycling at 20mph.” However, he doesn’t believe that he will inevitably be overtaken when he is driving his car because the car is fast enough to travel at the design speed of the road.
