The stupidity of the franchising proposals in the last Buses Act, where local authorities could get control of their buses, but were prohibited from operating them, is being played out in Manchester.

Everyone is studying the details of the franchise plan and looking to discredit it.  Why would you want to spend £134m to end up with the same bus network you started out with, and not own any assets? I think operators are keeping their powder dry, as this will all end up in the courts...
