The onus for changing the public's travel habits in Britain lies with local authorities, or regional government in bigger conurbations. These are the bodies that implement bus priority measures, cycle lanes, real-time bus information and park-and-ride schemes; some still fund rail improvements; councils are now expected to encourage major local employers to develop travel plans; and congestion charges are levied in two cities and could be implemented elsewhere.
