The Welsh Government’s decision to drop partnerships from its planned bus legislation is causing disquiet in local government.

The government’s previous attempt to reform the deregulated bus model, in early 2020, emulated the English and Scottish reforms and included the option for local authorities to form enhanced partnerships with bus operators to improve services and infrastructure. That legislation was unable to proceed because the Covid-19 pandemic intervened immediately.
