Implementation of the Transport (Scotland) Act 2019 is continuing to be delayed, with the remaining new bus powers for local government now expected to begin to be introduced to Holyrood “before the end of this year”. It appears from this that the full suite of powers will not be available until five years after the Act was passed.

The Scottish Government previously explained that the work had been through a hiatus in 2020 when civil servants were temporarily moved to duties...
