The use of civil enforcement agents in England and Wales to recover unpaid council debts has risen by nearly 20%, a BBC investigation suggests.

Figures collected by the broadcaster suggest there is £500m of uncollected public debt each year.

The debts being collected include parking fines, non-payment of business rates and housing arrears.
