Expecting big gains in council seats next month, Labour launched its local election campaign fronted by leader Sir Keir Starmer and his deputy in the West Midlands just before Easter, promising more support on devolved policy initiatives in areas like local transport and claiming the Tories are failing to deliver on levelling up.
