Inconclusive results from monitoring of vehicle and pedestrian yielding

One of the Welsh 20mph Key Performance Indicators is “change in vehicle and pedestrian yielding behaviours”, but initial monitoring results are inconclusive. The sample size is also small, with data before and after the speed- limit change having been gathered at only three locations: Gilwern (Monmouthshire); Queensferry (Flintshire) and Thornhill (Cardiff).
