Former Urban Transport Group director Jonathan Bray has said that the proposed bus franchising model for Scotland would give a review panel the power to torpedo local authorities’ franchise proposals.

The Transport (Scotland) Act 2019 gives local government the power to create franchises. No firm proposals have yet been developed, but Strathclyde Partnership for Transport (SPT) is exploring the possibility.
