St Albans City and District Council has introduced the permit to help people who have difficulty with digital payment methods such as a mobile phone app.
Residents aged 70 or over can apply for a new Access Permit, which has been designed to make parking in the Hertfordshire city easier and ensure older residents do not feel digitally excluded.
