Bus franchising plans in Scotland still delayed by legal challenge and funding gap

Scotland is still awaiting the full mechanisms for bus franchising and bus partnerships, six years after the relevant legislation was passed.

An internal December 2024 update by Transport Scotland, released under the Freedom Information Act, said: “The further regulations and guidance required to give the Bus Services Improvement Partnerships and Franchising powers in the Transport (Scotland) Act  2019 full effect will be completed by spring 2025.”
